The reason?  Out of control health care cost increases.  It&#8217;s a problem that employers and employees and individual purchasers are having to deal with across the country.  In today&#8217;s Oregonian there was a story about the state&#8217;s insurance regulatory board and its practice of rubber-stamping insurance company rate increase requests.
